January 2025 Rental Market Update

The Renters’ Rights Bill has now passed the Third Reading in the Commons and moves into the House of Lords. Several amendments were tabled and Matthew Pennycook, MP, the Housing Minister, stated that the Bill provides more protection for landlords and their properties which is great news.

Propertymark and the industry have raised many issues and the questions remain unanswered at this stage particularly the flexibility with rent in advance.  Another area is how certainty can be provided around the duration and cost of rental agreements for tenants and landlords, given the removal of fixed-term tenancies.

The Bill will undergo further scrutiny in the House of Lords and, should they propose further amendments, it will return to the Commons for consideration until both Houses reach an agreement.

Our Governing body, Propertymark, is campaigning for fair, balanced, and effective reform to ensure the voices of property agents and Landlords are heard throughout the legislative process. They continue to meet senior officials at the Ministry of Housing, Communities and Local Government to ask for clarity on the UK Government’s amendments and key aspects of the Bill and where there may be further avenues to strengthen the legislation in the House of Lords.

We have a long year ahead of us however as the months move forward we should have a better idea of what is likely to be implemented from their anticipated September enforcement date.
